feat(project): 시간 입력란 클릭 시 시간 피커 즉시 열기

Browse Source 
시작/마감 시간 input(type=time) 클릭 시 showPicker() 로 드롭다운 즉시
표시. 시계 아이콘을 정확히 누르지 않아도 됨.
